I used to live on that side of Atlanta but not in that county. I travelled there on business occasionally. Anyway, it certainly wouldn't hurt to just contact your county commissioners about this issue. I would suspect that the county is on the verge of getting one started anyway. And it would help for the commissioners to hear from yet another citizen that they want a recycling program started up.
